Major EPC Reforms Coming to Scotland, England Next?

The Scottish Government has officially confirmed the Energy Performance of Buildings (Scotland) Regulations 2025, set to take effect from 31st October 2026.


These reforms mark the biggest change to EPCs in over a decade, designed to give property owners clearer and more useful information about their building’s energy efficiency — and to better support Scotland’s path to Net Zero.


🔹 What’s Changing?


  • A new three-metric system will replace the current single EPC rating:


    1. Heat Retention

    2. Heating System

    3. Energy Cost


  • EPC validity will be reduced from 10 years to 5 years (for both domestic and non-domestic properties).

  • A new digital EPC platform will be launched, allowing owners to see how different upgrades impact performance.

  • Stronger oversight and quality assurance for accreditation schemes and assessors.
